Talk to your kids and set boundaries. Let them know there are expectations, what they are and that internet access is a privilege that shouldn’t be abused. It can be taken away.
Set time limits for internet access. If you find at certain times of the day they are doing something they shouldn’t then don’t let them use it. Turn off the internet between midnight and 5; kids should be asleep during this time anyway.
Check to see if there are unsecured wireless networks near your home. If your kids are attaching to these not only are they at risk of divulging usernames and passwords to these networks, but any filter you use is useless.
Put their PC in an open area of the house. Not only does go for PCs, but you can set aside a dedicated room for surfing the internet.
